NOTICE TO BIDDERS Sealed bids for construction of the Street and Drainage Improvements in the South Westside Area, SWA. SWA, 2A - Seabury Avenue, 13th Street to 14th Street. Of the City of Terre Haute, Indiana will be received by the Terre Haute Redevelopment Commission in Room 301, City Hall, 17 Harding Avenue, Terre Haute, Indiana 47807, until 10:00 A.M. local time on the 14th day of July 2016 at which time and place all bids will be publicly opened and read aloud. Any bids received after the above specified time and date will be returned to bidders unopened. This project will be funded wholly with Federal money under the Community Development Block Grant Program (CDBG). Bidding and Contract Documents including Drawings and Specifications may be examined in the office of the Department of Redevelopment, 301 City Hall, 17 Harding Avenue, Terre Haute, Indiana 47807, the office of HWC Engineering, 601 South 3rd Street, Terre Haute, Indiana 47807, or the plan rooms of McGraw Hill Construction News (Indianapolis and Evansville Office), iSqFt Planroom, Bidclerk, Chicago, and Bid Tool, Downers Grove, IL. Copies of all Contract Documents, including drawings and Specifications may be obtained after June 24, 2016 from the Department of Redevelopment at the above stated address between the hours of 8:00 A.M. and 4:00 P.M. Monday through Friday, except holidays. There will be a charge of $100.00 for each set of plans with specifications. Partial sets will not be sold. All checks are to be made payable to the City of Terre Haute, Department of Redevelopment. The $100.00 charge is Not Refundable. A pre-bid meeting will be held on July 6, 2016 at 10:00A.M. in the Department of Redevelopment Conference room, 301 City Hall,17 Harding Avenue. No bids shall be withdrawn for a period of sixty (60) calendar days after the bid opening without written consent of the Terre Haute Redevelopment Commission. A certified check or bank draft, payable to the order of the City of Terre Haute, Department of Redevelopment, negotiable U.S. Government Bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and acceptable surety, in an amount equal to five percent (5%) or the total amount of the bid shall be submitted with each bid. Bid Guaranty will be returned to unsuccessful bidders upon selection of the successful bidder. Bid Guaranty of the successful bidder will be returned upon the signing of contracts, and submission of performance and payment bonds to the Department of Redevelopment. Bids may be held for a period not to exceed sixty (60) days from the date of Bid Opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidders prior to the award of a Contract. Attention is called to the fact that no less than minimum salaries and wages as set forth in the Contract Documents must be paid on this Project and that the Contractor must insure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin. Contractor/bidders shall be aware that this project is covered under the provisions of the Davis-Bacon Prevailing Wage Act. All laborers, mechanics, and personnel working on this project shall be paid at a minimum according to the prevailing wages indicated in the Wage Decision contained in the project manual. The work to be performed under this Contract is on a Project assisted under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the Affirmative Action Requirements contained in Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170u. and Executive Order 11246, as amended. Women and Minority Owned businesses qualified to perform the work contemplated by this solicitation are encouraged to Bid. The Redevelopment Commission of the City of Terre Haute reserves the right to reject any or all bids or to waive any informalities in the Bidding to the extent permitted by law.
