INVITATION TO BID The Terre Haute Airport Authority will receive sealed bids for Exterior Improvements of the Terminal Building at Hulman Field in Terre Haute, Indiana until 5:00 PM on the 11th day of May, 2016, at the office of the Airport Authority, 581 South Airport Street, Terre Haute, Indiana at which time and place all bids will be publicly opened and read aloud. Bids will be received on the basis of a single lump sum and alternates for complete construction as described in the Instructions to Bidders. The work is to include all labor, materials, equipment, tools and appliances, transportation, all applicable taxes, permits and everything required for the entire performance and completion of the work in every detail. All work shall be in strict accordance with this Invitation to Bid and the bidding Contract Documents as prepared by Sanders&Associates, Inc. Any bids received after the above specified time and date will be returned to bidders unopened. Bids shall be accompanied by the General Contractor's Proposal Contents as stated in the specifications. Bidding and Contract Documents including Drawings and Specifications may be examined in the office of the architect, Sanders&Associates, Inc., 611 Deming St., Terre Haute, Indiana, 47807, (812) 232-5256, or at www.sandersandassocplanroom.com, or at the office of the Terre Haute Airport Authority, 581 South Airport Street, Terre Haute, Indiana (812) 877-2524. Plans and specifications will be available for distribution April 18, 2016. The plans and specifications must be purchased directly from Rapid Reproductions, 129 S. 11th St., Terre Haute, IN 47807, with no deposit required, or online at www.sandersandassocplanroom.com . No bids shall be withdrawn for a period of sixty-(60) calendar days after the bid opening without written consent of the Architect. Bidders are also advised that this Project shall be subject to the requirements of I.C. 5-16-13, including the requirement that the prime contractor must perform at least fifteen percent (15%) of the total contract price, as determined at the time the contract is awarded, with its own labor, services, or materials. Pursuant to I.C. 5-16-13-11, all employees working on this Project are required to be E-Verified before he/she can begin working on this Project. Contractor and all Subcontractors shall submit the E-Verify case verification number for each individual working on this Project to the Owner prior to the individual beginning work on this Project. An individual who is required to be verified under I.C. 22-5-1-7 whose final case result is non-confirmation may not be employed on the public works project. Per Terre Haute International Airport Authority Resolution No. 1-2009, the successful bidder and any and all levels of subcontractor, regardless of tier, as a condition of begin awarded a contract or subcontract, shall be required to enter into a Project Labor Agreement for this Project with the local labor unions representing experienced and skilled construction workers in the area, and will be bound by the provisions of that Agreement in the same manner as any other provision of the contract. Do not include sales tax in the bid amount. The owner is exempt from payment of Indiana Sales Tax and Use Tax. The owner will furnish the contractor with the necessary exemption number upon request. A certified check or bank draft, payable to the order of "Terre Haute Airport Authority" negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and acceptable surety, in an amount equal to five percent (5%) of the total amount of the bid shall be submitted with each bid. Bid Guaranty will be returned to unsuccessful bidders upon selection of the successful bidder. Bid Guaranty of the successful bidder will be returned upon the signing of contracts. Bids may be held not to exceed sixty-(60) days from the date of Bid Opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to the award of a Contract. Contractor receiving award shall furnish at the directive of the Owner, an approved Performance Bond, Labor and Material Payment Bond in an amount at least equal to 100% of the contract amount. The bidders are requested to meet with the Owner and Architect for a MANDATORY pre-bid conference at the Terre Haute International Airport Terminal Building, 581 South Airport Street, Terre Haute, IN on April 28th, 2016 at 10:30 AM local time. The Contractor must insure that all employees and applicants for employment are not discriminated against because of their race, religion, color, sex, national origin, or individuals with handicaps. Women and Minority Owned Businesses qualified to perform the work contemplated by this solicitation are encouraged to bid. The time completion of the project shall be 165 days after the Notice to Proceed. The Terre Haute Airport Authority reserves the right to reject any or all bids or waive any informality in the bidding to the extent permitted by law.
