Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds January 30, 2016 City of Terre Haute, Indiana Department of Redevelopment 17 Harding Avenue, Room 301 Terre Haute, Indiana 47807-3455 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Terre Haute. Request for Release of Funds On or about Tuesday, February 16, 2016 the City of Terre Haute will submit a request to the US Department of Housing and Urban Development for the release of CDBG funds under Title I of the Housing and Community Development Act (PL 93 383), as amended, to undertake the projects listed below: 2016 COMMUNITY DEVELOPMENT BLOCK GRANT USE OF FUNDS 1. Street Improvements Continued revitalization of income eligible neighborhoods through the design or construction of curbs, gutters, a storm water drainage system, a new street surface, placement of street trees, and sidewalk replacement. - North Eastside Area Duane Avenue - 23rd Street to 24th Street Duane Avenue - 24th Street to 25th Street - Central Eastside Area 131/2 Street - Maple Avenue to Buckeye Street 14th Street - Maple Avenue to Buckeye Street 141/2 Street - Maple Avenue to Buckeye Street 15th Street - Maple Avenue to Buckeye Street Linden Street - 13th Street to 15th Street Cedar Street - 13th Street to 15th Street Buckeye Street - 13th Street to 141/2 Street - Expand and improve the quality of recreational opportunities provided to persons in the innercity neighborhoods. Improve Park/Recreation facilities located within the City's existing target area. Estimated Cost: $ 815,000 2. Rehabilitation: Continuance of the City's efforts towards the conservation and revitalization of housing through the rehabilitation of Terre Haute's housing stock. In addition the City will work with non-profits to rehabilitate community facilities that serve predominately low and moderate-income families in the targeted neighborhoods. Approximately 2-3 dwelling units and one community facility will be rehabilitated in HUD income eligible areas. Only income eligible persons will occupy the housing units in this program. Estimated Cost: $150,000 3. Demolition/Clearance: Continuance of the City's efforts to eliminate blighting conditions in target neighborhoods. The City will demolish abandoned and vacant/dilapidated houses and structures in HUD income eligible areas. Approximately 5-10 structures will be demolished. Estimated Cost: $150,000 Finding of No Significant Impact The City of Terre Haute has determined that the projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record on file at the Department of Redevelopment, 17 Harding Avenue, Room 301 and may be examined weekdays between the hours of 8:00 a.m. and 4:00 p.m. Public Comment Any individual, group or agency disagreeing with this determination or wishing to comment on the projects may submit written comments to the City of Terre Haute, Department of Redevelopment. All comments received by February 15, 2016 will be considered by the City of Terre Haute prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. Release of Funds The City of Terre Haute certifies to HUD that Duke A. Bennett, in his official capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Terre Haute to use program funds. Objection to Release of Funds HUD will accept objections to its release of funds and the City of Terre Haute's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the Certifying Officer of the City of Terre Haute; b) the City of Terre Haute has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project(s) is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24CFR Part 58) and shall be addressed to HUD at, 575 N. Pennsylvania Street, Indianapolis, IN 46204. Potential objectors should contact HUD to verify the actual last date of the objection period.
